"Tenure matters"

​​​​There are many reasons why to use integrated solution for administration of both cadastre and ownership/statutory rights data. We at Ness were at the beginning of the modern era for Czech Cadastre offices and during more than 15 years of analyzing, developing, implementing and supporting its core application we learned a lot about the problems they are facing each day…

The system has to satisfy requirements of many different users, like

  • Government – they need consistent and complete state of mapping data along with any relations to legal subjects, be it physical person or a company, local authority etc. These data structures serve as a base on which clever government can plan and develop land utilization. ILIS data is widely used by eGovernment functions and bigger data exports are frequently required by Ministry of Land, Finance and Interior.
  • Citizens and legal entities – they require secure and faultless service from their government institutions, fast and responsive publicly available information using modern technologies.
  • Land related specialists – geodesists, real estate agencies, planning departments… they need consistent and exact data, starting with single parcel or building, ending with whole administration areas.
  • Cadastre office users themselves – there are thousands of end users accessing the system every day. They need fast and intuitive interface to ensure no time is wasted, but at the same time ensure many business rules to be executed in the background.


15 years ago our experts started to analyze and implement a new core application to be used by Cadastre offices. At the time, distributed solution was used because of slow network connection. When network technologies advanced properly, whole system has been „centralized“ to one database and clusters of application servers were deployed. Over many years of smooth and reliable operation new features were added, like XML reporting, web interface and web services for external customers, connections to DMS and eGovernment registries, and lately watchdog services to notify owners about changes relevant to their properties.​​


The ILIS solution (some when also called Single Cadastre system) covers five main areas of key functionality that are mutually integrated:

  1. Real Estate Objects Registration – collection of Records describing attributes of Land (Real Estate), e.g. geometric data – coordinates, land use, area, addresses, zoning, etc.;
  2. Map Data – mapping information for the   mentioned real estate objects;
  3. Real Estate Ownership & other rights in Land Registration – it also covers entire administrative proceedings related to real estate ownership management based on defined government rules;
  4. Dissemination of ILIS information both in analogue and digital forms;
  5. Integration – complex integration with government registers that represent, as a part of eGovernment and Smart Administration principles, the central information source for information systems of public authorities.

Our solution integrates seamlessly all parts – any change in part 1 to 3 has to be reflected in other parts simultaneously: e.g. no change in mapping base may be carried out without appropriate changes in database records. In other words, every modification in ILIS is forced to be consistent utilizing many business rules across not only information system itself, but also in related government base registers.


Everything mentioned above creates stable foundation for future needs. In such a case, using basic principles and avoiding any mistakes, we can create more functionality for our customers.

Czech Land Surveying and Cadastral Office – RÚIAN

Ness Technologies implemented the public contract "Registry of Territorial Identification, Addresses and Real Estate" after winning the public tendering. The project comprised​ of a comprehensive information system RUIAN –analysis, design and implementation, integration with internal and external information systems, security solutions, testing, development of customer software, delivery of hardware and licenses from multiple suppliers…       

The system is used by thousands of registered users from cadastral offices, municipalities and building authorities. The RUIAN register is an integral part of the System of Basic Registries Czech Republic and provides on-line information on territorial elements, addresses and real estate dealing with hundreds of thousands queries every day. Up-to-date RUIAN data are mediated to the public through application for public remote access.

Ness has been providing services of operational support and further system development after a successful completion of the project (co-financed by the EU). ​
